FCC (Federal Communications Commission)
A US body regulating, approving and licensing radiated electromagnetic signals including broadcasting and telecommunications.
FDDI
Fiber Distributed Data Interface. A North American 100-Mbps, reliable dual-ring voice and data building distribution system.
FDM
Frequency Division Multiplex.
FDMA
Frequency-Division, Multiple Access.
FEC
Forward Error Correction, (which see).
Field Subsampling
See Spatial Filtering.
Firmware
Data and/or program software for an electronic device stored in a non-volatile form using a semiconductor memory circuit.
Flash Memory
A fast, reliable variant of EEPROM or Electrically-Erasable Programmable Read-Only Memory, a non-volatile, electrically alterable form of semiconductor storage present in some telecommunications equipment for long-term storage of configuration, dialing and related information.

Forced Intraframe Coding
1. In motion video compression, immediately following a significant scene change, the differential, predictive and inter- frame coding aspects are temporarily disabled. Then, information is transmitted for the first changed frame, derived entirely from within that frame.

 

2. In motion video compression, the technique where static parts of the image are periodically refreshed to mitigate the effects of error build-up in the system.
Forward Error Correction
Forward error correction provides correction of data in error for applications where a return signal path is unavailable or system latency is excessive to permit retransmission of the data. It is used for CDs, videoconferencing and DBS, for example.

FEC uses a mathematical technique in which a syndrome is generated and transmitted with the data. At the receive location, processing of the syndrome along with the data, allows correction of errors caused by the transmission system. Depending upon the specific FEC technique used, and how it is applied, transmitted signals can be made more robust in the presence of transmission errors.
FOTS
Fiber Optic Transmission System. With its minimal transit time delay and very low bit error rate, FOTS is the superior method to transmit high-speed data, digital video signals and other compressed signals.

Frames (usually motion video frames) per second.
Frame Delete Compression
In H.261 and H.263 motion video compression, the act of totally discarding from zero to three consecutive video frames is part of the video compression process. Its use depends upon the degree of video motion existing and the aggregate bit rate. Because of the large data loss with this technique, this is truly a compression approach of last resort.
Frame Relay
A wide-area network protocol often transported over DS1 facilities. Latency can cause problems for videoconferencing.
Front Porch
Television usage: In a composite video signal, that portion of the signal between the end of the active video on each horizontal scanning line and the leading edge of the horizontal synchronization pulse.
FSK
Frequency Shift Keying, a data transmission modulation method.
FSS
Fixed Satellite Service; satellite service to a fixed, non-mobile, location.
Full Duplex
A transmission system, together with its associated equipment, capable of simultaneously transmitting and receiving signals, as opposed to simplex (unidirectional) or half-duplex (one direction at a time) systems.
